ANCHOR Arkansas — Task Force Summary

Purpose:
ANCHOR Arkansas proposes a coordinated statewide access infrastructure for autism and neurodivergence support. It is designed to clarify routing, reduce avoidable escalation, improve communication access, strengthen role-based training, and connect rural and urban communities to practical supports.

Core components:
- Arkansas Anchor Authority language for proposed governance
- Regional Docks co-located where possible with existing public infrastructure
- ADH, DHS, education cooperative, provider, and community support routing
- Voluntary Access Passport and appointment packet tools
- Academy for families, autistic adults, schools, SROs, healthcare, agencies, navigators, employers, and partners
- CARD Campaign and MICA AiOS communication supports
- Resource Map, Document Center, Research Portal, and public comment pathways
